The EU Trust Fund (EUTF) Horn of Africa (HoA) Monitoring and Learning System (MLS) was initiated in July 2017. The overall objective of the MLS is to strengthen the EUTF interventions in the HoA region in creating a monitoring and learning system.
The approach detailed below presents the 2 specific objectives and five key steps to be marked by the MLS over the next 3 years:
The activities of the MLS will be closely coordinated with other layers of Monitoring & Evaluation already put in place by the implementing partners of the EUTF HoA, as well as external evaluations planned along the life of the different programs.

In its preliminary phase (S2 2017), the MLS priority is to conduct a full review of all programme frameworks and indicators in place around the region, and to create linkages between the numerous programme activities implemented on the ground and the first set of proxy indicators developed across the three windows of the EUTF.
On this basis, the MLS team will develop a regional monitoring plan for the Horn of Africa, to collect activity-related data across all EUTF HoA funded programs on a quarterly basis -starting Q1 2018-, allowing the EUTF HoA team to monitor progress made at the regional level in real time and better inform the programme strategy.
