2020 reports of Horn of Africa and Sahel Lake Chad available!

We are pleased to share the EUTF Horn of Africa and Sahel Lake Chad 2020 2nd Semester and Annual Monitoring and Learning System Reports with annexes. They are available here.

The reports provides an overview and information on results achieved from the start of EUTF activities until the end 2020, with a specific focus on results achieved in the two last quarters of the year.

In the current report, data and information on 297 projects (131 in HoA and 166 in SLC) equivalent of €2,85 billion in funding (€1.1 billion in the HOA and 1,75 in SLC) are covered out of a total of 405 projects contracted - 212 in HoA and 193 in SLC (not including non-operational contracts, i.e. studies, evaluations).

COVID-19 EUTF response

The outbreak of the COVID-19 pandemic brought a number of operational challenges affecting the implementation of most if not all EUTF projects. Nonetheless, the projects have continued to deliver notable outputs in the first and second semester of 2020 in all key areas of intervention. The reports also highlight the COVID-19 significant response.

Under the COVID-19 related indicators:

  • More than 900 000 in HOA and more than 6 000 000 in SLC pandemic-related supplies were provided for COVID-19 response in S2 2020 alone, including i.e. provision of comprehensive Personal Protective Equipment (PPE) kits, treatment supplies (ventilators, aspirators) with the majority of support being supply of PPE to health workers and local households,
  • 93 365 people in HOA and 744 408 people have benefitted directly from COVID-19 activities under the EUTF in 2020

EUTF tangible results

In line with the EUTF strategic objectives, kindly find some of the results achieved so far listed below:

Under Strategic Objective 1: ‘Greater economic and employment opportunities’

In HOA:

  • More than 315 000 people have been assisted to develop income-generating activities, with more than 63 000 people assisted in S2 2020 equivalent to 20% of the total
  • 73 260 people benefitted from professional trainings (TVET) and/or skills development since the start of EUTF activities, with women accounting for 54% of the beneficiaries

In SLC:

  • More than 11 000 micro, small and medium enterprises (MSMEs) were supported in 2020, representing 56% of the total achieved since EUTF programmes’ inception.
  • More than 33 200 full-time equivalent jobs were created or supported in 2020 including 19 900 in S2 2020, the highest result for any semester so far.

Under Strategic Objective 2: ‘Strengthening resilience of communities and in particular the most vulnerable including refugees and other displaced people’

In HOA:

  • 4.1 million people have received food security-related since the start of EUTF activities, with 41% provided in 2020
  • EUTF funded projects have until end of 2020 delivered more than 5.3 million basic social services
  • 10.8 million people have been reached with sensitisation campaigns on resilience-building practices and basic rights since the start of EUTF activities, with 90% of these beneficiaries reached in 2020 alone, the major jump attributable to COVID-19-specific campaigns

In SLC:

  • EUTF funded projects have until end of 2020 reached 135.6 million people by sensitisation campaigns on resilience-building practices and basic rights, with 98% of these beneficiaries reached in 2020 alone, the major jump attributable to COVID-19-specific campaigns
  • 765 950 people received food security-related assistance in 2020
  • In 2020, 18 264 staff from local authorities and basic service providers benefitted from capacity building , mainly in health care (53%) and nutrition and food security (35%).

Under Strategic Objective 3: ‘Improved migration management in countries of origin, transit and destination’

In HOA:

  • More than 68 800 people on the move have been assisted and/or protected
  • In total, 17 800 returning migrants have benefitted from reintegration assistance, with 27% assisted in 2020.
  • A total of 290 800 beneficiaries reached by information campaigns on migration since beginning of EUTF activities, with 41 800 reached in S2 2020

In SLC:

  • EUTF-funded programmes provided reintegration assistance to 31 300 returnees in 2020, or 45% of all the beneficiaries assisted since the launch of the EUTF.
  • Nearly 63 00 voluntary returns were supported , with 23 % supported in 2020
  • A total of 2 689 350 beneficiaries were reached by information campaigns on migration since beginning of EUTF activities, with 1 013 800 reached in S2 2020

And under the strategic objective 4: ‘Improved governance and conflict prevention and reduction of forced displacement and irregular migration’

In HOA:

  • Nearly 183 000 people have participated in conflict prevention and human rights activities, with 76 640 beneficiaries reached in 2020
  • Until the end of 2020, 31 950 staff has been trained on governance, conflict prevention and human rights through EUTF activities

In SLC:

  • More than 3 671 000 people have participated in conflict prevention and human rights activities, with some 2 697 000 beneficiaries reached in 2020
  • In 2020, 2 351 national and local security forces were trained in the region, a 38% increase compared to the amount reached at the end of 2019
  • In 2020, 65% (or 7 014 people) of 10 796 people trained on peace and governance were community and civil society representatives

New outcome analysis

For the first time, outcome analyses of projects that have come to an end are presented in the MLS report. This allows the EUTF to reflect higher-end and more qualitative results.

In HOA, under the Regional Development and Protection Programme in Ethiopia in the Shire area:

  • Relations between host and refugee communities have improved, as the proportions of host and refugee respondents reporting good relationships between these groups increased from 74% to 94% (host respondents) and from 64% to 85% (refugee).
  • Among other results, the share of respondents satisfied with their access to WASH facilities rose from 17% to 42% for refugees and from 17% to 68% for host community members making the project reach its target for the host community, but not for the refugees.
  • Results also showed experienced improvement in household incomes with 81% of host respondents and 83% of refugee respondents experiencing improved income levels by the end of the project.

In SLC, under the RESILIANT Programme (Programme de redressement économique et social inclusif et de lutte contre l’insécurité alimentaire et nutritionnelle des territoires du Nord Cameroun) in Cameroon:

  • By December 2020, the project had enhanced access to water services for 60,000 people. The programme surpassed by 22% its initial target of 129 water points built and rehabilitated.
  • Among the positive outcome effects, the project reported an increase in access to borehole water (from 64% to 69%), a decrease in the distance to the well with 12% of households travelling more than 500m compared to 22% previously, an increase in hand-washing practices after using toilets (49% to 72%), or a better knowledge of water treatment practices.
