New results published: EUTF Horn of Africa has assisted/protected more than 50,500 migrants and delivered over 2.7 million health related services in the region

Since the start of its implementation, the Emergency Trust Fund for Africa (EUTF) has assisted or protected more than 50,500 migrants in transit, children in mobility, IDPs and refugees, in the form of immediate assistance on arrival, psycho-social support, skills training, education or medical help. Furthermore, over 3 million basic services, such as healthcare, education, legal aid and access to energy, have been delivered to vulnerable populations in the Horn of Africa region. 91% of these were health related services.

These are some of the main results of the fifth Monitoring and Learning System (MLS) report of the EUTF (Horn of Africa region), which provides an overview of the EUTF's response to the challenges of the Horn of Africa region when it comes to irregular migration, forced displacement, and instability. Together with the MLS case studies, it allows to identify opportunities, best practices, and innovative approaches to improve the programming and implementation of projects.

Greater economic and employment opportunities

More than 23,000 jobs have been created through the EUTF in the Horn of Africa region, over 6,500 of these were created in the first quarter 2019 alone. Most of these results came from projects in Ethiopia (32%), Sudan (30%) and Uganda (21%).

In the first quarter of 2019, 340 Micro, Small & Medium Enterprises were created or supported and 1,200 job placements were facilitated through incentives and stipend payments. Moreover, since the start of its implementation, 129,000 beneficiaries were supported to develop income-generating activities. For example, in Ethiopia, through the SINCE project, over 8,000 beneficiaries signed contracts with companies in the textile/garment, construction, metal, auto and agribusiness sectors.

Strengthening resilience of communities and in particular the most vulnerable including refugees and other displaced people

Over 328,000 basic services were delivered in fields ranging from healthcare, education, legal and energy to housing in the first quarter of 2019. The Resilience Darfur programme in Sudan accounts for around one third of these. The project helps improve local health systems and provide nutrition services to vulnerable populations in West Darfur.

808 social infrastructures have been built or rehabilitated so far, thanks to EUTF projects - 171 of these in this last quarter alone and largely due to UNICEF’s Education in Emergency programme, which provides kitchen, storage and WASH facilities to schools in South Sudan.

Also, more than 572,000 beneficiaries have benefited from food security-related assistance since 2016, mostly due to livestock vaccination campaigns.

Improved migration management in countries of origin, transit and destination

3,499 voluntary returns or humanitarian repatriations were supported in the first quarter of this year, bringing the total number to over 20,600. Since 2016, 30,100 returning migrants benefitted from reintegration assistance, in the form of immediate assistance on arrival, psycho-social support, skills training, education or medical help.

Furthermore, more than 80,000 migrants or potential migrants were reached by information campaigns on migration and risks linked to irregular migration.

Improved governance and conflict prevention and reduction of forced displacement and irregular migration

Over 500 institutions and 13,000 staff received capacity building training on security, border management and conflict prevention since the start of the EUTF's implementation. Most institutional support was provided on conflict prevention/peace building (62%) followed by protection (22%) – including Gender-Based Violence (GBV).The majority of these institutions were community actors (58%) and local civilian institutions (22%).

Moreover, 38,000 people participated in conflict prevention and peacebuilding activities implemented through the EUTF in the Horn of Africa region.
