Le Cameroun souffre d'un indice de pauvreté important, notamment dans sa zone septentrionale, exacerbé par une intensification des violences perpétrées par Boko Haram, causant ainsi un exode massif de population (181 000 personnes déplacées sont recensées à l'intérieur du pays). Par ailleurs, le pays accueille de nombreux réfugiés provenant majoritairement de Centrafrique et du Nigéria, constituant un véritable défi pour les administrations et les communautés locales.
C'est dans ce contexte que les actions du Fonds fiduciaire d'urgence pour l'Afrique s'inscrivent en complémentarité avec les autres instruments de coopération de l'Union européenne. Elles visent à renforcer l'accès aux services de base et à l'alimentation des populations les plus vulnérables et à appuyer le développement économique local tout en soutenant les autorités nationales dans la gestion des flux migratoires et la sensibilisation des communautés dans les zones de forte émigration.
