As of the end of June 2020, less than four months after the first reported COVID-19 case in the Horn of Africa, EUTF projects had already distributed close to 47,000 pandemic-related supplies, such as Personal Protective Equipment (PPE) and hospital equipment to the region. Overall, EUTF programmes swiftly adapted to the pandemic and continued to deliver results in all four priority areas. In the first semester of 2020 alone, close to 2,500 migrants in transit, IDPs, refugees, and asylum seekers were supported and/or assisted, and more than 9,800 jobs were created or supported.
These are some of the main results 9th Monitoring and Learning System (MLS) report of the EUTF, which provides an overview of the EUTF's response to the challenges of the Horn of Africa region in the first semester of 2020. This report includes results per semester and not quarter, as previous reports. It covers 115 projects (worth €1 billion) out of a total of 170 operational projects contracted in the Horn of Africa.
In view of the challenges and changes brought about by the pandemic, this report includes COVID-19 related indicators. This report also contains revised EUTF Common Output Indicators. More information on the impact of these changes can be found in a dedicated section and annex.
Greater economic and employment opportunities
The number of jobs created and/or supported through EUTF activities remained unchanged with the COVID-19 crisis. Up to June 2020, 9,800 new jobs were created and/or maintained, an amount similar to previous semesters, bringing the total so far close to 79,800 jobs. More than 250,000 people have been assisted to develop income-generating activities, with nearly 38,000 people assisted in the first semester of 2020 alone. Furthermore, over 6,200 Micro, Small and Medium Enterprises (MSMEs) were created and/or supported since the start of EUTF activities.
Strengthening resilience of communities
So far, 1.4 million people have received nutrition assistance, 170,000 people during the first semester of 2020 alone. Until June 2020, EUTF projects delivered more than 4.5 million basic social services and nearly 5 million people have been reached by sensitisation campaigns on resilience building practices and basic rights.
Improved migration management in countries of origin, transit and destination
Over 67 100 migrants in transit, internally displaced persons, refugees, and asylum seekers have been assisted and/or protected thanks to EUTF programmes so far. More than 10 700 voluntary returns took place, 1,568 of these during the first quarter and 12 in the second quarter of 2020. This decrease was marked by the COVID-19 pandemic. More than 249 000 beneficiaries were reached by information campaigns on migration since beginning of EUTF activities, with 14,600 people reached in the first semester of 2020.
Improved governance and conflict prevention and reduction of forced displacement and irregular migration
So far, 175,000 people have participated in conflict prevention and human rights activities, 38% of these in the first semester of 2020 (68,359 beneficiaries). EUTF activities have also developed and/or supported 117 strategies, laws, policies and plans in the first half of 2020, for a total of 481 since the start of EUTF activities.
New COVID-19 related indicators
In March 2020, the spread of the COVID-19 pandemic in the Horn of Africa began to impact the lives of millions of migrants and vulnerable populations living in the region. In response, several projects, in agreement with the EUTF, quickly reallocated funds and reoriented activities to combat the spread of COVID-19 and mitigate its negative effects.
As of the end of June 2020, 47,000 pandemic-related supplies, such as Personal Protective Equipment (PPE) and hospital equipment, had been distributed in the region. Moreover, close to 18,700 people have benefitted directly from COVID-19 activities. This includes, for example, psychosocial support, shelter assistance and economic or medical aid.
