Le Sénégal est l'une des démocraties les plus stables du continent africain. Des efforts pour stimuler la croissance économique et fournir des services sociaux de base sont déployés au travers du "Plan Sénégal Emergent". Cependant, les taux de pauvreté et de chômage demeurent élevés, surtout en milieu rural.
Dans ce contexte, et en complément des autres instruments de coopération de l'Union Européenne, les actions du Fonds fiduciaire d'urgence pour l'Afrique visent la création d'opportunités économiques et d'emploi (formation professionnelle, création de chaînes de valeurs, renforcement de la compétitivité des entreprises, mobilisation des ressources de la diaspora) et la gouvernance des migrations ainsi que l'assistance aux migrants de retour et leur réintégration durable. Ces actions sont complétées par une amélioration de la résilience à l'insécurité alimentaire et nutritionnelle, la diversification alimentaire et l'accès aux services de base pour les plus vulnérables.
