New results: EUTF in the Horn of Africa helps millions receive basic services, provides assistance and protection to 45,000 migrants in the region

Over 2 million basic services have been delivered, including education, water, sanitation and health services thanks to the projects implemented by the European Union Emergency Trust Fund for Africa (EUTF) in the Horn of Africa region. Further to this, more than 45,000 migrants, refugees and internally displaced persons (IDPs) have received assistance and protection through reintegration assistance for returning migrants or by addressing urgent needs for migrants on the road. These are some of the key findings of the second quarterly report of the Monitoring and Learning System (MLS) for the EUTF in the Horn of Africa region.

Greater economic and employment opportunities

Over 30,000 people have received professional training and/or skills development and more than 30,000 jobs have been supported through incentives and/or stipends. The programmes implemented by the EUTF in the region also led to the creation of 9,000 jobs. Close to 1,500 micro, medium and small enterprises were created, a great number of these through the Regional Development and Protection Programme (RDPP) in Kenya.

Strengthening resilience

300,000 people, mainly amongst the most vulnerable people in the countries of the region, have received food-security assistance, such as vaccination and insemination of livestock. A large amount from the food-security related assistance stems from the RESET II programme which is being implemented in Ethiopia. Improved migration management

Since the beginning of its implementation, the EUTF has supported more than 10,000 voluntary returns of migrants to their home countries and, overall, more than 28,000 returning migrants have benefitted from reintegration assistance. The main contributor to this figure is the IOM RE-INTEG programme in Somalia. 39% of the returnees assisted in this project were women.

Improved governance and conflict prevention

Over 10,000 beneficiaries have benefitted from training sessions on migration management (2,300), border management, conflict prevention, protection of civilians (together 8,500), while over 20,000 people have participated in peacebuilding activities.

Key financial figures

As of September 2018, the EUTF in the Horn of Africa had committed €1.41 billion funds of which €660 million had been contracted to over 100 regional and country-based projects (in Djibouti, Ethiopia, Kenya, South Sudan, Sudan, Somalia and Uganda).

Contracts have been signed with 68 implementing partners. EU Member States’ agencies have collectively received the largest portion of contracted funding (31%), with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) having received the largest proportion (€77.0 million) followed by the International Organization for Migration (IOM) (€42.3 million).

Ethiopia remains the country with the most funds signed (€138 million), followed by Sudan (€82 million), Somalia (€79.7 million), South Sudan (€75.5 million), Uganda (€34.1 million), Kenya (€33.3 million) and Djibouti, (€24.9 million).
