Ethiopia Job Compact Sector Reform and Performance Contract
This Sector Reform and Performance Contract aims to support the Job Compact initiative in Ethiopia through budget support. The Job Compact is an agreement between the Government of Ethiopia and international partners (the World Bank, DFID, the European Investment Bank and the EU) in support of Ethiopia's pledge on providing jobs to refugees in the framework of the Comprehensive Refugee Response Framework (CRRF). The action aims at supporting the industrialisation, employment and refugee policies of the Government of Ethiopia so that decent jobs can be created for Ethiopian and refugees.
In October 2020, a top-up of €6 million was approved in order to support the government of Ethiopia to mitigate the economic impact of the Covid-19 pandemic among workers in vulnerable employment. Through a national social protection programme, the Urban Productive and Safety Net Programme (UPSNP), the government has made provisions to reach urban workers in vulnerable employment with Temporary Income Support (TIS) to mitigate the economic effects of the pandemic in urban vulnerable households.
Main objectives
The overall objective of the Job Compact Sector Reform and Performance Contract (SRPC) is to enhance sustainable economic opportunities in Ethiopia. The specific objectives are:
SO 1- Support sustainable industrialisation;
SO 2- Create decent employment opportunities for Ethiopians and refugees;
SO 3- Improve the refugee regulatory framework.
