Connaissant un renouveau de son économie depuis 2011 et un afflux d'investissements privés étrangers qui consolident sa place de second pouvoir économique au sein de l'UEMOA juste après le Nigeria, la Côte d'Ivoire continue de connaître un taux de pauvreté. Le chômage, notamment des jeunes, stagne aux alentours des 25%, pouvant engendrer frustration et tensions sociales. Si le processus de réconciliation est en bonne voie, il reste fragile et la sécurité doit encore être renforcée.
La précarité économique et le manque de perspectives constituent des facteurs déterminants pour ce qui relève de la migration irrégulière, l'emploi constituant le motif du départ pour un migrant sur quatre. Pays de tradition migratoire depuis son indépendance, la Côte d'Ivoire est également un pays de destination qui accueille près de 6 millions d'étrangers sur son territoire, générant parfois des conflits, notamment d'accès à la terre.
L'action du Fonds fiduciaire en Côte d'Ivoire s'attache, en complément des autres instrupments de coopération de l'Union européenne, à soutenir le gouvernement dans ses efforts pour structurer et améliorer la gestion de la migration, de ses frontières et de l'état civil, afin de permettre les retours et faciliter la réintégration. Un accent est également porté sur la sensibilisation aux risques liés à la migration, et à l'existence d'alternatives durables.
