La Guinée est un pays de taille moyenne classé parmi les pays les plus pauvres. Avec une stabilité politique encore fragile et un marché de l'emploi insuffisant pour satisfaire l'offre, et notamment répondre aux espoirs de la jeunesse, le pays a de surcroit dû surmonter une difficile période pendant la crise Ebola entre 2013 et 2016. La méconnaissance des conditions de migration et les difficultés en matière de gestion de la migration viennent étoffer la liste des facteurs qui peuvent pousser certains ressortissants à sortir du territoire.
Dans ce cadre, l'action du Fonds fiduciaire d'urgence pour l'Afrique s'attache à soutenir, en compléments des autres instruments de coopération de l'Union européenne, le gouvernement dans ses efforts pour structurer et améliorer la gestion de la migration, de ses frontières et de l'état civil, afin de permettre les retours et faciliter la réintégration. Un accent est également porté sur la sensibilisation aux risques liés à la migration, et à l'existence d'alternatives économiques durables.
