Eritrea has been a significant source of asylum seekers, with individuals deciding to either remain in neighboring countries within the region or proceed on their journeys to Europe and other destinations.
In Eritrea, the primary aim of the EUTF was to create a favorable environment for enhancing economic opportunities for the youth. This involved promoting educational initiatives, fostering private entrepreneurship, providing support for vocational training, and facilitating apprenticeship programs.
Please note that all EUTF programs in Eritrea were terminated in 2021.

The programme aimed at improving transport connectivity for commercial trade along the arterial roads between Massawa and the Ethiopian border.
This project aimed to strengthen the economic governance capacity of the Government of the State of Eritrea (GSE). The objective was for Eritrea to have a sound, capable, and self-reliant National Statistics System (NSS) by the end of the program.
This action supported the continuation of WFP Global Passenger Air Service flights connecting Addis Ababa and Asmara allowing the international development and humanitarian actors to continue their operation in Eritrea.
Regional programmes
The overall objective is to improve migration management in the region, and in particular to curb the trafficking of human beings and the smuggling of migrants within and from the Horn of Africa.

The overall objective of the project is the following: to facilitate orderly, safe, regular and rights-based migration through the facilitation of dignified voluntary return and the implementation of development-focused and sustainable reintegration policies and processes.
Specific Objective 1: to establish and implement a Monitoring and Learning System which monitors and reports on the overall progress of the EUTF Horn of Africa window against EUTF strategic objectives, Horn of Africa policy priorities and EUTF principles of interventions.
The intervention logic of the project is that in the context of the Horn of Africa, the sharing of information on irregular migration and associated criminal networks amongst the countries of the Khartoum Process is a conditional requirement to address transnational crime.
The following three thematic objectives and one implementation effectiveness objective are identified to achieve the broader goal of peace and stability in the region:I.
